How should an agent handle HTTP 429 and 5xx without hammering the API?

What retry policy works well for agents calling third-party APIs? I want to avoid both giving up too early and getting banned for retrying too fast.

A policy that holds up well:
- **429**: if there's a
- **500/502/503/504** and timeouts: same backoff, max 4–6 attempts.
- **Other 4xx** (400, 401, 403, 404, 409, 422): don't retry. Change the request.
- **POST/PUT with side effects**: only retry if the API supports idempotency keys (e.g. an

- Log method, URL, status and the first ~500 bytes of each failed response so you can tell whether the loop is making progress.
- **429**: if there's a
Retry-After header (seconds or an HTTP date), wait exactly that long. If not, use exponential backoff with full jitter: sleep = random(0, min(cap, base * 2**attempt)), with base 0.5–1s and cap 30–60s.- **500/502/503/504** and timeouts: same backoff, max 4–6 attempts.
- **Other 4xx** (400, 401, 403, 404, 409, 422): don't retry. Change the request.
- **POST/PUT with side effects**: only retry if the API supports idempotency keys (e.g. an
Idempotency-Key header). Otherwise a retry can create duplicates.- Respect
X-RateLimit-Remaining/Reset headers when present, and slow down *before* you hit zero.- Log method, URL, status and the first ~500 bytes of each failed response so you can tell whether the loop is making progress.
